Here are some highlights of that story:

Sheboygan has embraced the California firm's plans. The Common Council in December approved issuing $25 million in bonds to help Green EnviroTech buy and equip the former International Automotive Components factory in the city. The auto-parts plant closed last year.

The council is to vote in April on a proposal to increase the bond issue to $30 million. While the city would issue the bonds, it would not be responsible for repaying the debt. That would be the company's duty.

The city also has agreed in principle to lend Green EnviroTech $400,000 at low interest. Green EnviroTech plans to open another recycling plant near its headquarters in Riverbank, Calif., about 75 miles south of Sacramento.

Chart: In Trading Range, 10 day and 20 day converging here, 50 day currently .78, needs to clear horizontal resistance in the .75 zone and take 50 day.Test of that zone may be in the works at least, clears that 1.00 could be next (resistance off weekly)

What does that mean? 

It means if we blow throught the mid 70's, WCRM could be a easy double and test $1.00 per share!
